Bylaws

Bylaws constitute the governing document of an organization, describing its most fundamental functions and structure.

They require special procedures to make changes (amend).

Standing Rules

Content of standing rules covered in Robert’s Rules of Order, Newly Revised (12th ed.): Section I, paragraph 2, pp. 16–17.

They are subject to parent bylaws.

They flesh out the bylaws in administering the organization in its ordinary operations.

There is more flexibility in making changes (amendments) to the rules.
